Silvassa is often seen as a symbol of development. For an outskirt region, it offers healthcare, employment opportunities, and educational facilities that many similar areas still struggle to achieve. But this is only one side of the story.

There is another perspective—those who continue to question whether this development truly fulfills basic needs. For them, development is not just about infrastructure, but about real access, quality of life, and equal opportunities for every citizen.

Over the past 60–65 years, Dadra & Nagar Haveli has fought for its identity, rights, and dignity. Leaders like Mohanbhai Delkar, Kalaben Delkar, and Nattu Patel contributed significantly to the region’s growth, despite having limited authority and resources.

However, being surrounded by powerful states like Gujarat and Maharashtra, the region often remains overshadowed. This lack of visibility also impacts its administrative strength, making local governance less independent—especially during emergencies.

What emerges is a tragic cycle of permissions and grants. Decisions are delayed, actions are slowed, and the real impact is felt by the common people. Development exists—but its control and execution often remain restricted.

The real question is no longer whether development is happening. The question is—who controls it, and does it truly serve everyone?

Development should not be a privilege. It should be a right of every citizen.
