These networks use small local players known as “Kabutar” (Pigeons) as carriers and front-line operators. When police take action, only these kabutars get caught, while the main leaders stay hidden and continue their operations safely.
A Never-Ending Cycle
One kabutar gets arrested, another replaces him immediately. This cycle continues while the real masterminds remain untouched.

Silvassa is still a beautiful and important city, but we cannot afford to ignore these emerging realities. Public awareness, community vigilance, and strong action by authorities are essential to preserve its peace and future.
