Revenue Probe: Disputed N.A. Sale Deeds Shake Land Registry in Dadra & Nagar Haveli
A series of controversial land transactions have come under scrutiny after multiple "N.A. Sale Deeds" (non-agricultural sale deeds) were allegedly executed without full departmental permissions. The Revenue Department has launched verification drives across villages and revenue divisions, prompting a review of land registry integrity across the Union Territory.
Officials from the Revenue Department of Dadra & Nagar Haveli revealed that a preliminary sweep discovered inconsistencies in documentation for plots sold in pockets of Silvassa and nearby villages. Several transfers appear to have been registered through outdated village records that had not been synchronized with the central revenue system.
Areas under scrutiny include Vasona, Rakholi, Samarvani and parts of Silvassa planning jurisdiction. In many cases, buyers were recorded on sale deeds without the collector’s permission or while the plot remained under litigation.
A notification (ADM/Coll./Misc/2024-25) instructs that all parties involved in land transactions from July 2023 onwards must present supporting documentation for verification. The administration has frozen disputed sales until the re-verification completes; violations may attract penalties.
Registry sources say more than 21 suspect deeds were flagged across Silvassa and surrounding villages. In certain instances, Occupancy Rights (OR) appear to have been granted under disputed circumstances and were later used to register sale deeds despite ongoing litigation.
- Freeze on disputed sales until verification completes.
- District-wise record auditing of sale deeds from January 2023 onward.
- Public hearings for buyers and sellers starting August 2025.
Citizens and developers have expressed concern that defective paperwork could render investments void. Urban planners and legal teams are urging rapid digitization—GPS-tagged maps and a unified land records portal— to reduce overlap errors and fraudulent transfers.
